I believe this product key may only be used on one PC as it is most likely the new OEM key. Most other office keys for retail versions can be used on up to 3 PC's in the same location.

This is NOT true. There is only one SKU, the retail version of Office 2010 Home & Student editon, which allows 3 installations per key. See the pricing and licensing section at Office 2010 Frequently Asked Questions - Products - Microsoft Office for details.

I guess I was wrong According to #10 you can only install on 2 PCs for commercial, personal use. The point I was making to the original post is that the Product Key Card only allows activation on 1 PC.

The point I was making was what I quoted. You said most other retail office versions can be used on 3 PCs. That is NOT true. Even the ability to install on a desktop and a laptop is restricted to the same user. You've got to read the license stuff very closely.
